There has been some talk that Jeff Fisher's days are numbered and that is why the Titans owner and GM will probably take Vince over what Fisher wants. I don't know how that would effect Norm Chow, but it is interesting.

Coaching staffs, especially in the NFL, are going to think more short term and will thus want guys who can play today as opposed to someone they'll have to develop, whereas GM's are in it for the long-haul and they want the guys with the most upside.
In Tennessee's case, Fisher is on the hot seat and Chow is nearing retirement, so one can totally understand their reluctance to go with a guy like Vince who will take some time to develop vs. a guy like Leinart who could possibly play right away.
Keep in mind however, that even Peyton Manning struggled mightily in his early years: 81 INT in his first 4 years.
When you draft a QB, it will take time no matter who it is.
