I know this is a spin off from the other thread, but I am not clear on what dictates the rules for opting to stay in 5A. Carter for instance, has 1,896, but still stay in 5A(thank goodness)...how is this possible? Carter's enrollment used to be well over 2000+....due to the opening of another magnet (townview)...who have no boundaries and can get students from all over the city(mostly ours :rolleyes: . All around Carter there are new neighborhoods being built....I see an increase within the next few years. Hopefully we will stay in 5A.
Another question is if Kimball also had the option to remain in 5A?

Large ISD schools or schools that would have trouble with traveling are the only ones that can opt up a class.
The rest had to drop last year and could not opt up. There were alot that were forced to drop down.

i do not know about the rest of you but i am completely lost on how this all works when it comes to enrollment and what rules they go by?? :eek:

From my understanding, a school can request to stay in a specific classification if their prinicipal and the isd athletic director request to to stay there based on travel concerns and other factors...
I dont know about Dallas, but down here in Houston, HISD has three schools that clearly have 3A enrollment, but were allowed to stay in 4A because the nearest 3A district would be a 60-70 mile one way trip, even though some 5A schools are doing that.....and, we have a few 5A schools that have 4A enrollment (like Willowridge), but were allowed to stay in 5A due to travel concerns....

That is not really how it works for HISD ( or Dallas ISD for that matter ) -- a school with EXTREME travel problems can request to play up ( such as El Paso ) -- the other rule that applies ---- if an ISD has AT LEAST 8 schools -- they can apply to keep all the schools together in one UIL district --that way all the $ and travel stays home in that district ---in the case of HISD they have 21 schools I think -- about 5 or 6 are big enough for 5A -- about 12 or 13 are 4A size & the rest really 3A -- so HISD requested 1 - 5A & 2 - 4A --so all the money for district games stay "in house" --You can see what would happen if an ISD had 8 schools --of which 7 were 5A & 1 was 4A --that 1 school would have to sent somewhere else & probably another 5A would have to be combined with the 7
The UIL policy is to keep an ISD together if at all possible --again -- for $ reasons
Think about Ft Bend ISD --dont they have 9 schools ??-- with 7 - 5A size & 2-4A size ???? --they made a 9 team district so they could stay together --now with CyFair ISD --they only had 7 ( will be 8 next re-alignment ) so they added Magnolia & Tomball to make 9 team 5A --next alignment CyFair will be an all CyFair district with 8 schools. Another example is Katy ISD --they have I think 5 schools with 6th coming on line --- so they have other schools added in -- the key is --8 schools in same ISD can apply to be in same district. Keep in mind some administrators woulkd like to see no non-district --all district within an ISD -- more control , less money - playoff spots guaranteed

no nondistrict schedule?? that would be awful!! i love the non district schedule because you usually get to see 2 teams that do not play each other often square off. that is the beauty of the non-district schedule.

Townview really didn't affect Carter's enrollment as much as people think because the magnet schools were around doing my time at Carter, 88-92; they just combined several of the existing magnets and put them in one building. And they still only accept a select number of students.
The main cause of decrease is that many of the the residents that live in the area haven't moved in the last 15 or 20 years, and their children have grown up and gone. And no one is hardly moving out for new young families to move in. Also, since they are building so much now in the surrounding suburbs (Desoto and Cedar Hill especially) younger families are choosing to build. A lot of the kids that attend Carter now that live in my parents' neighborhood are grandchildren of my parent's longtime neighbors. I call them 2nd and 3rd generation Cowboys!
However in the last couple of years they have started building new houses again in the area, as someone posted earlier, so the enrollment will probably pick up unless they send their kids to private schools.

Section 354 and 355 of the UIL Constituion and Rules explains in which manner a school may request reassignment, and it specifically states EXTREME TRAVEL as a concern.
Based on what you said about 8 or 9 team districts, it is a preference of the ISD's around the state to keep their schools together. That specific rule is not written anywhere, but I think the UIL will consider leaving districts whole if possible.
Where Im at in Fort Bend ISD, our athletic director requested that all of our high schools be kept together in one district, and we have a nine team district in 20-5A, with each team playing two non district games and eight district games. A new high school in Fort Bend opens up in August 2006, so add another district to the mix, but they wont play varsity football until 2008 or so.

thanks for all of the info...I was just wondering. On a personal note I would hate to see the cowboys play 4A ball...(not that I have anything against 4A, it just wouldn't be the same)...and on that note, I'd like to see Kimball go back to 5A. The rivalry is still there but it feels different(to me anyway).
Is it possible that they can request to go back up to 5A now that they have went to 4A? I think it would make 9-5A just a little more competitive and respectable.
I think Carter, Skyline Kimball and even White have great potential( don't be fooled by White's record) they play hard!! If all of these schools had coaches like some of those that the"power-house" schools have(not knocking any of the current coaches), 9-5A would be, dare I say, a feared district?!
