i'm not going to get into the financial mess this discussion could turn into. i see what you're saying and it makes sense now.

i like the idea of a usage tax, but are financing methods available to where a road system can be built on the basis of future funds expected from tolls.

i do know that toll roads are usually nicer freeway systems, a benefit of the tolls. go drive down in Mexico, where you'll see that difference big time.

I think it is, because not only is it not allowing sometimes the most qualified to get the job, but it also sends a message to minorities that the only way you can get a job is through this program not on your own merit. There are some places where it may be good and an obvious bias exists (Div1 head coaches) but other places it is not necessary
