If they were smart the Pitt program should join the Big 10 and become their 12th team. Notre Dame will never join a conference in football so the Big 10 should just give up on that. The Big East should then pick up Memphis, Marshall, UCF, East Carolina, and Southern Miss giving them 12 teams which would be enough to divide the conference into a North/South divisions. Conference USA could pick up La Tech, FIU, FAU, Troy, and then MTSU. North Texas would then go to the WAC conference to replace La Tech.

I am not designing a conference. This isn't a fantasy post.

You gotta take men's and women's basketball into account too. The Big East is a much better conference for basketball.

The Big East may be better in womens basketball but who cares. In mens basketball thats somewhat debatable. I mean Illinois, Ohio St, Michigan St, Wisconsin, and Indiana have all been to Final Fours in the last decade. You would be hard pressed to find that kind of success in the Big East.
