That video is not conclusive. I wish photogs would just shoot the action instead of a zoom in on a ball in flight. It's ok amateur mistake, but too much professionally shot stuff it seems they think zooming in on the ball is going to win them some sort of an award. The real award would have been the action on the first receiver.
Under NCAA rules, if the receiver who batted the ball backwards had stepped on the end line prior to becoming airborne (we can't see where his feet were prior to his leap in the video) then we have an illegal touching foul, penalty is loss of down at the previous spot and so no TD. We can only assume that the Side Judge did look at his feet before he leaped and that's why he ruled TD.
