He's not upset about Daylight savings. He's upset about the fact that the world is divided into hourly time-zones. (That's the British, BTW). He wants his country to be 30 minutes different.

The man is obviously upset that Mahmoud Ahmadinejad is getting so much press coverage rather than himself. He simply wants to be the center of attention. :p
