Timing at Camps (rule changes)

I'm trying to keep up with all the new rules for recruiting and college that are changing this year. What is happening with the timing at camps? Are they not allowed to time kids at camps? Colleges aren't allowed to time kids? Some info or links would be much appreciated.

I have personally run this by two coaches from different universities and you have it right. They are not allowed to test recruits coming in for camps. They can no longer host camps for Nike or Scout. They can no longer have camps in other states. (There is a small grace period for schools that are locked into contracts with certain stadiums for the next year or two).

As one coach told me recently, they can look up the results at the sparq/nike camps and then they can just run the recruits through football drills to see how quick they really are.
